&&Based on the information submitted with your request the Kombi Kids Mitten Clips, identified as Style number 4628, is a pair of mitten clips to attach kid’s mitts or gloves to the sleeves of their winter jackets to prevent one or both mittens or gloves from becoming lost when removed from their hands. They are composed of metal clips with woven synthetic textile fabric. They have stretchy red fabric straps approximately 2 cm wide, with 7cm long with metal suspender type clips sewn onto each end. The combined strap with clips is approximately 12.5 cm long.

&&It was proposed that the Mitt Clips should be classified under heading 83.08 as Buckles and buckle clasps and the like of a kind used for clothing or clothing accessories. This could be appropriate if the buckles were to be imported separately, however Note 1 to Chapter 83 requires that for the purpose of Chapter 83, parts of base metal are to be classified with their parent articles. In addition, as per Note 2(c) to Section XV of the Customs Tariff, articles of heading 83.08 meet the description of “parts of general use” and as per Note 1 to Chapter 83 states, “For the purpose of this Chapter, parts of base metal are to be classified with their parent articles”.&&&&Braces, suspenders, garters and similar articles as well as parts thereof, whether or not knitted or crocheted, whether or not elastic, are provided for under heading 62.12. Explanatory Note (5) to heading 62.12 specifies that the heading includes, inter alia: Suspender-belts, hygienic belts, suspensory bandages, suspender jock-straps, braces, suspenders, garters, shirt-sleeve supporting arm-bands and armlets. According to the Explanatory Notes to heading 62.12, the made up textile articles of this heading may incorporate fittings and accessories of non-textile materials. The mitten clips have been made up according to Legal Note 7 (f) to Section XI. The mitten clips are provided for under subheading 6212.90.&&
