&&The articles are silk screen printing frames with monofilament fabric. Screen printing is a printing technique where a mesh is used to transfer ink onto a substrate. Mesh is treated with photo emulsion that blocks the transfer of ink in certain areas.&&&&The screens at issue are stretched using monofilament mesh fabric that is assembled by mounting and gluing on an aluminum frame. The screen frames item numbers 4770 to 4773 come in sizes 20” X 24”, and item numbers 4774 and 4775 come in sizes 23” X 31”. The screens have mesh counts ranging from 110 to 305. Mesh count is measured by the number of threads per square inch. Different mesh sizes are used for different applications in the screen printing process.&&

&&The silk screen printing frames meet Legal Note 7 (f) to Section XI (Textile and Textile Articles), Legal Note 7 (b) to Chapter 59, and Explanatory Note (B)(1) to heading 59.11.&&&&Legal Note 7 (f) to Section XI states for the purposes of this Section, the expression “made up” means assembled by sewing, gumming or otherwise. Legal Note 7 (b) to Chapter 59 states that heading 59.11 applies to textile articles (other than those of headings 59.08 to 59.10) of a kind used for technical purposes, which do not fall in any other heading of Section XI (Textile and Textile Articles). Explanatory Note (B)(1) to heading 59.11 states that textile articles of a kind used for technical purposes (other than those of headings 59.08 to 59.10) are classified in this heading and not elsewhere in Section XI. It includes fabrics “made up”, for example, cloth fabric mounted on a frame for use in screen printing.
