&&The Ener-Tec Linear Kinetic Cell (LKC) is designed to be placed above ground on the discharge of an oil well head and is used in order to prevent paraffin buildup in the walls of carbon steel pipes.&&&&The Ener-Tec LKC power supply operates on 110 or 220 VAC 50/60 Hz, single phase. The DC output is 0-90 VDC, 4 Amps. It has a built in potentiometer for field adjustment of flux energy/amperage if required. It is mostly used in industrial applications however, there is also a unit designed for domestic use.

&&Section 10 of the Customs Tariff directs that classification of imported goods shall be determined in accordance with the General Rules for the Interpretation of the Harmonized System. Section 11 of the Customs Tariff states that in interpreting the headings and subheadings, regard shall be had to the World Customs Organization's (WCO) Explanatory Notes to the Harmonized Commodity Description and Coding System.&&&&General Interpretative Rule 1 (GIR 1) directs that titles of Sections, Chapters and sub-Chapters are provided for ease of reference only. For legal purposes, classification shall be determined according to the terms of the heading and any relative Section and Chapter Notes. Similarly, General Interpretative Rule 6 (GIR 6) directs that classification shall be determined according to the terms of those subheadings and any related Subheading Notes.&&&&The Ener-Tec LKC is composed of an induction coil having thousands of feet of insulated copper wire wound around the cell core along its length and it is powered by a pulsating direct electrical current (DC) creating an electromagnetic induction field. The induction forces are exerted on a carbon steel pipe. These forces are sufficient to keep paraffin molecules suspended in the oil, preventing it from attaching to the pipe walls and forming scale deposits.&&&&Heading 85.04 provides for electrical transformers, static converters (for example, rectifiers) and inductors. The Explanatory Notes to heading 85.04 describes inductors as consisting of “a single coil of wire which, inserted in an AC circuit, limits or prevents by its self-induction the flow of the AC. They vary from small chokes used in wireless circuits, instruments, etc., to large coils often mounted in concrete”.&&&&The Ener-Tec LKC conforms to the terms of heading 85.04 and is classified therein.
