&&The good is a foldable credit card sized knife. The good has a heat treated stainless steel blade that folds into a credit card sized composite holder with a manual twist latch that secures the blade to the centre of the card. When the latch is rotated away, the knife blade can be folded out. The sides are then folded around the knife blade with the composite card becoming the handle.&&&&The latch secures the blade to the centre of the card and has to be manually rotated to free the blade and allow the knife to open. While secured by the latch, the blade cannot open through centrifugal force. Even when the latch is removed, the blade must be locked in place by wrapping the sides of the holder around the blade and securing it with snap buttons to make the holder into a knife handle. Prior to wrapping the sides around the blade and snapping the locks into place, the blade swivels as it is not locked in place.&&
&&Section 10 of the Customs Tariff directs that classification of imported goods shall be determined in accordance with the General Rules for the Interpretation of the Harmonized System. The latch needs to be turned manually and the blade swivels into place manually. The blade at that point is not yet secured in place. The credit card case then needs to be wrapped around the blade and secured with button clips to lock the blade in place.&&&&When the blade is folded back into the holder, it is secured by a latch and cannot open by gravity or centrifugal force. The good also does not have a button, spring, or other device that is used to open the knife into a secured state.&&
