&&The good is a plastic threaded valve cap which is used to cover the valve opening to the valve’s spring-loaded plunger pin head and chamber housing the valve assembly. The valve is understood to be the Schrader valve used in nearly all automotive tires and some bicycle tires. &&The Compendium of Classification Opinions previously adopted a decision in 2000 that a “tyre inflation valve” is properly classified under subheading 8481.80. In the description of the “tyre inflation valve”, three components are cited which comprise the good, the second of which is “a screw-on cap”, which is precisely the good of this ruling. It is, therefore, considered a part of a tire valve.&&&&Note 2(b) to Section XVI reads, in relevant part: “Other parts, if suitable for use solely or principally with a particular kind of machine…are to be classified with the machines of that kind”. The tire valve stem caps are suitable for use solely with the tire valve they are designed to fit.&&
