&&The READYMAN Lock Blocker (lock blocker) is made up of stainless steel which is stamped into shape and laser etched with a logo. It is comprised of eight hooks and eight shims. The hook is designed to fit into a conventional lock which is key operated, in order to hinder access to the lock. The shim is inserted alongside the hook in order to disengage the hook and release it, to allow the user to assume regular operation of the lock.

This tariff classification number is incorrect.&&&&Heading 83.01 provides for Padlocks and locks (key, combination or electrically operated), of base metal; clasps and frames with clasps, incorporating locks, of base metal; keys for any of the foregoing articles, of base metal. Subheading 8301.70 provides for keys presented separately. The characteristic of a key for use in padlocks or locks, is to operate a lock by unlocking or locking it. The function of the lock blocker is to obstruct the lock and temporarily restrict access, as an added security feature.&&&&Heading 73.26 provides for Other articles of iron or steel. The Explanatory Notes to heading 73.26 allows for articles of steel that have been obtained by the process of stamping. Subheading 7326.19 covers articles that have been stamped but not further worked. The Explanatory Note to subheading 7326.19, however, allows stamped articles to be subjected to surface treatments such as inscriptions.
